Other actors that should be added to the list of recurring actors in Trek is Carolyn Seymour and Vaughn Armstrong. They each also played at least three characters in the history of the franchise. Seymour has never worn enough make-up to hide the fact it's her and her voice is always recognizable anyway but she deserves a mention.
Armstrong has put a little more effort into it (or at least make-up supervisor Michael Westmore has.) He's appeared as numerous roles. None, except Admiral Forrest and a couple others perhaps, have been all that recognizable.
Another argument for Jeffrey Combs to be a regular cast member of a series is that both Tim Russ and Armin Shimmerman appeared as multiple Trek characters and both landed main cast roles in series. (To this I also add that Tim Russ played a human twice and Tuvok is a horrible character.)
The best argument is that while all the actors I've mentioned have appeared in at least three episodes or movies, they each have only one recurring role. Combs has three now. Hmmm.
